Opinion: Munich is not conflict free, but it has done a much better job than Toronto of prioritizing safe infrastructure over ineffective enforcement. If Toronto follows suit, then we should expect to hear fewer complaints about rules from all sides.

In Toronto, I stopped counting the number of times I was close-passed, cut-off, or honked or yelled at by careless or aggressive drivers. In three years of riding in Munich, I have only had one notable incident: a driver honked at me because he didn’t realize I was riding in a newly designated bike lane.

Take some of the most common alleged infractions of Toronto cyclists: they take up the whole lane; they ride the wrong way on one-way streets; they ride on the sidewalk; and they run stop signs.
