of five years of police towing data that showed vulnerable populations, in particular those who have low incomes or are experiencing homelessness, were far more likely to have their vehicles seized because of out-of-date registrations or violations of the 72-hour parking rule on many city streets. The typical cost of retrieving a car is $282.

Reforms could also limit the $1.5 million the city loses each year because towing, storage and other costs exceed what it gets back from fees and selling vehicles. This makes the case for change air-tight.
