Toronto streets are like designed for congestion, if you look at most cities there are many U-turn lanes just before most junctions, allowing traffic to better get where they need to without hogging the left and right turn lanes with slow traffic.
Did you notice the guy riding the bike is actually crowding the active driving lane? He has a large area in green, yet he fails to comply. That's why drivers of vehicles get frustrated. He should get a ticket/fine.

What are the real numbers? Going from 1 to 12? I find bike traffic downtown very low. Percentages can distort the reality of the true numbers.
