Sometimes it is weeks before they are cleared. Councils got rid of their DLO to save money. But the outsouce companies are, in some cases, more expensive per man hour than council employees were.

We used to have yellow bins on lamposts and people who emptied them picked up litter and swept the gutters. Now litter is just left to build up and not a sign of a bin anywhere.

I have never dropped any rubbish, aways bin. The roadsides in England are disgusting, I saw many times people littering while driving, why? I just don't get it.

The littering culture amongst the UK populace is down to poor education of children, in the home by parents, then in the schools by teachers and then in wider society by general example. Failure to remove litter is on the municipal authorities, who do not see it as a priority.
