The new proposal could go even beyond that. It includes four different options, the most aggressive of which would set emissions reduction requirements so stringent that automakers would have to boost electric vehicles’ share of the market to between 54 percent and 60 percent by 2030, according to two of the people.The requirements — previously reported by the New York Times — apply to the model years 2027 through 2032, and would continually ramp up in stringency over that period.
In conversations laying out its options, EPA officials have stressed its most aggressive choice may not become the final rule and that they are eager to engage with industry officials and state regulators on what works, two of the people said. They could choose some of the more lenient options or mix various parts of the different scenarios under consideration into a final proposal.
Several of the world’s largest automakers with big U.S. footprints have been reluctant to attend such an early-stage announcement on what’s considered their home turf while they have major concerns about what the administration might ultimately decide, according to two people familiar with the auto companies’ position.“We are now looking forward to welcoming a range of stakeholders to an event in Washington, D.C.,” an EPA spokeswoman said in an email.

If they really gave a crap about reducing gas and emissions, they can just legalize Kei cars that get 50-60 mpg instead of banning them for import for an arbitrary 25 years and give city drivers that additional option instead of saying why can't you peons just buy a $80k Tesla
