That doesn't happen with conventionally-fueled internal combustion vehicles. When the fire departments put them out, they stay out. But with EVs, depending on the battery chemistry, the vehicles can enter a state called thermal runaway. The fact that the cells in this specific Model 3 were likely NCA cells and not LFP likely played a role in why the fire department had so much trouble putting the fire out.
