Engine idling if no need is covered in Highway Code, is an offence under the Road Traffic Act + councils can fine you for it (since 2002.) So is a 'new' ban needed or just enforce current rules + change attitudes? Making something 'socially unacceptable' is a quick way to stop it

I hope this would include cars idling in motorways adjacent to school playgrounds as they queue in rush hours!
