The couple, accused of cheating victims who had made advance payments for luxury watches and bags, fled Singapore in a container compartment of a lorry.

ICA told CNA that Singapore's land checkpoints are one of the busiest land crossings in the world. Before the onset of the COVID-19 pandemic, about 200,000 travellers departed daily, according to ICA.

"For example, enhanced checks will be conducted on departing conveyances in the aftermath of major security incidents to prevent the perpetrators from leaving Singapore."Explaining why all incoming vehicles are checked while not every outgoing one is, ICA said it takes an"arrival-centric approach" to border security.

ICA said that this is a common practice internationally, adding that it also helps to optimise resources.
