High Country blocked the spot. Not only was it parked in front of the charger, though, it was actually idling.

The outlet reports that when the owner of the truck returned to his vehicle, around 15-20 minutes after the Tesla driver arrived there, he was asked why he was blocking the charger and why he left the truck on.
