The victim allegedly broke into two parked vehicles, peered into a third, then fled from the scene as the occupant of the third vehicle exited and fired more than a dozen shots at him.

OAKLAND — A city resident has been arrested and charged with murder in connection with the Dec. 29 shooting death of a 37-year-old man who police say was attempting to flee after peering into the suspect’s car.

Burrell was shot at more than a dozen times, as he drove a Scion near the intersection of 43rd Street and Telegraph Avenue in North Oakland, police say. Afor him says he worked as a contractor and “is survived by many loving family members and friends and will be deeply missed.” A man who authorities have identified as Simmons is then seen on the footage exiting the Nissan and firing at Burrell as he drives away in the Scion, authorities say.
