Officers were on patrol in the Bootle area at around 8.15pm on Wednesday, May 19, when they witnessed a Land Rover Discovery being driven at speed before crashing with two parked vehicles on Bedford Road.
Witnesses reported seeing the crash unfold in a "matter of seconds". One neighbour said: "It all happened so fast. I heard a car driving very fast down the street. Then I heard a loud braking noise. I thought to myself, there's going to be an accident. Then the next second, there was a loud crash." He added: "It was very scary. They are not even thinking about the consequences. I don't know why people behave like this."
